American Recovery and Reinvestment Act of 2009
The American Recovery and Reinvestment Act of 2009, also known as the Recovery Act or the economic stimulus package, presents a number of opportunities for Hawaii businesses to develop their technologies and partnerships. The Recovery Act was signed into law by President Obama on February 17th, 2009, and includes measures to modernize our nation’s infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, and provide tax relief.
Senator Daniel K. Inouye and the US Senate Appropriations Committee held a field hearing in Honolulu to receive input from government, academic, and industry officials on the progress being made to implement the American Recovery and Reinvestment Act of 2009.

Hawaii’s Participation to Date
Hawaii organizations received approximately a dozen clean-energy related Recovery Act awards from May to December 2009.

How To Apply
Applying for a Recovery Act grant from DOE is a multi-step process. The first step is to find Recovery Act opportunities and solicitations.
Entities that meet the eligibility criteria for grants from the U.S. Department of Energy (DOE) should become familiar with FedConnect, the mechanism to apply for grants.
Next, there is a three-step process to submit an application for Recovery Act Funds (If you need more detail, consult a resource such as the FedConnect Ready Set Go Guide):
- Request a DUNS Number
- Register with the Central Contractor Registry (CCR)
- E-Business Point of Contact must register in FedConnect
You should allow 21 days to complete the registration process. After registration, eligible entities are ready to apply for grants through FedConnect.
